Prof. Dr. Adrian Streinu-Cercel
Prof. Dr. Adrian Streinu-Cercel is a distinguished expert in infectious diseases with a career spanning over four decades in medical practice, research, and public health leadership. He currently serves as the President of Healthcare Commission in the Romanian Parliament, where he plays a pivotal role in shaping national health policies and advancing healthcare reforms.
With an extensive academic background, Prof. Streinu-Cercel has contributed significantly to the development of infectious disease management, both in Romania and internationally. His work has been instrumental in improving the country’s response to public health emergencies, particularly in the areas of HIV/AIDS, viral hepatitis, and, more recently, the COVID-19 pandemic. He has also been an advocate for evidence-based approaches to healthcare, emphasizing the importance of preventive medicine and early intervention.
Prof. Streinu-Cercel has held numerous leadership positions throughout his career, including serving as the General Manager of the National Institute of Infectious Diseases “Prof. Dr. Matei Balș” in Bucharest. His extensive research contributions, published in renowned medical journals, have earned him recognition as a leading voice in infectious disease control and healthcare policy.

Prof. Dr. Alexandru Rafila
Prof. Dr. Alexandru Rafila is a leading public health expert and a prominent figure in Romania’s healthcare system. As the current Minister of Health, he plays a pivotal role in shaping and implementing national health policies, with a particular focus on improving public health infrastructure, enhancing patient care, and aligning Romania’s healthcare standards with those of the European Union.
With a distinguished academic and professional background, Prof. Rafila has made significant contributions to the fields of microbiology and infectious disease prevention. He is a professor of microbiology at the “Carol Davila” University of Medicine and Pharmacy in Bucharest and has been actively involved in public health initiatives, both nationally and internationally. His leadership was especially critical during the COVID-19 pandemic, where he provided expert guidance on infection control and healthcare system preparedness.
Prof. Rafila has also served as Romania’s representative at the World Health Organization (WHO), where he worked on global health initiatives and advocated for evidence-based public health measures. Prof. Dr. Diana Păun
Prof. Dr. Diana Păun is a highly respected healthcare expert and a key figure in Romania’s public health landscape. As a State Counsellor within the Presidential Administration, she provides strategic guidance on national health policies and reforms, working closely with both public and private sector stakeholders to advance the country’s healthcare system.
With a solid academic and professional background, Dr. Păun is a specialist in endocrinology and has contributed significantly to healthcare development and policy-making in Romania. She is an associate professor at the “Carol Davila” University of Medicine and Pharmacy in Bucharest, where she has mentored the next generation of healthcare professionals and conducted research on chronic disease management and preventive healthcare.
Prior to her current role, Dr. Păun served as the General Manager of the “C.I. Parhon” National Institute of Endocrinology in Bucharest, where she gained extensive experience in healthcare management and administration. Throughout her career, she has been a strong advocate for public health initiatives that focus on disease prevention, health education, and improving access to medical services.
As State Counsellor, Dr. Păun plays a pivotal role in shaping Romania’s public health agenda, particularly in areas related to non-communicable diseases, digital health, and health innovation. Nicoleta Pauliuc
Nicoleta Pauliuc is a senator in the Romanian Parliament, with a strong focus on public health.
As a cancer survivor, she passionately advocates for improved cancer prevention and treatment policies. Her personal experience drives her to promote awareness campaigns and legislative reforms aimed at enhancing access to early diagnostics and medical care for cancer patients.
In her role as senator, Nicoleta Pauliuc works to ensure that healthcare reforms address the needs of disadvantaged and vulnerable groups, including the elderly, disabled, and those in rural areas. She supports initiatives that improve healthcare infrastructure and access, particularly in underfunded regions, and she pushes for better funding of healthcare programs, particularly those related to cancer treatment, prevention, and mental health.

Prof. Dr. Carmen Orban
Professor Dr. Carmen Orban is a recognized expert in healthcare, with over 20 years of experience in hospital management and academia.
Having led prestigious medical institutions in Romania, Dr. Orban is known for implementing innovative projects and strategies to modernize the healthcare system.
Currently, she serves as Advisor to the Prime Minister within the Prime Minister’s Office, contributing to the development and coordination of public health policies. In addition to her administrative role, Dr. Orban is also a university lecturer, shaping future generations of dedicated healthcare professionals.
